Tax Allocation District (TAD)
The City's first TAD was approved by the City Council July 20, 2015. It was later approved by the DeKalb County Board of Commissioners in December 2015. Known as tax increment financing in most states, TADs were enabled by the 1985 Redevelopment Powers Act. Referendums authorizing the local implementation of TADs were approved county-wide in 2002 and city-wide in 2011. Before a TAD can be created, the initiating governing authority must prepare and approve a 'redevelopment plan,' which is basically a feasibility study (below).
