Office of Mayor & City Administrator
The Office of Mayor and City Administrator is tasked with the overall administration and operations of the City in accordance with local, state and federal law. The Mayor’s Office also oversees the City’s economic development and external affairs, which include business, public and inter-governmental relations. In addition to being the City's Chief Executive Officer, the Mayor also presides over the City Council. Contact the Mayor.

City Council
The Council is the City’s legislative body, consisting of six members and the Mayor who is the presiding officer. The Mayor, however, only votes in the case of tie. The six members, two representing each of the City’s three districts, are elected at-large and serve four-year terms, which are staggered. The City Council enacts ordinances and resolutions, adopts an annual budget, establishes the tax levy, and otherwise takes such actions as are necessary for the security, welfare, convenience and interest of the City. Mayor Ray Jenkins, District Two
Ray Jenkins was elected to the Council from District Two in 1974. He was elected Mayor in 2003 and re-elected in 2007. A native of Doraville, Mr. Jenkins attended the old Doraville School for several years. He graduated from Chamblee High School.

He worked for an Atlanta motion picture distributor after high school until he joined the U.S. Navy in 1950. He went to boot camp at the Great Lakes Naval Training Station in Illinois, then was stationed aboard the U.S.S. Wisconsin in Norfolk, Va. He served two tours of duty during the Korean Conflict and received an honorable discharged in 1954.

After his discharge, he returned home to Doraville and began a career with the U.S. Postal Service, retiring in 1986. Jenkins is married the former Louella Brown of Hayesville, N.C. The couple have three children (Beverly, Karen and Douglas) in addition to four grandchildren (Willie and Brandy Jenkins and Emily and Phillip Evans).

As a councilman, Jenkins was instrumental in setting the City's millage rate at a point at when most homeowners paid no city taxes on their residences. He has also been a key supporter of the Doraville parks program and founded the City's Animal Control Service.

Since 1974, Mr. Jenkins has represented Doraville on the DeKalb and Georgia Municipal Associations (GMA). He is a past president of the DeKalb Municipal Association (DMA) and the GMA's Fourth District, Georgia Municipal Association.
 
Bob Roche, District Two
Sworn into office on January 07, 2008, Bob Roche lived just south of Doraville over 9 years before making his home on Chestnut Drive in May 2005. He is proud to be a graduate of Doraville's first Citizen's Police Academy class, and is a founding board member of the Kiwanis Club of Doraville.

Bob has worked over 29 years in consulting, holding management and director-level positions in business process and information technology. While in Florida, Bob worked for a municipal accounting software company with clients such as Marietta and Thousand Oaks, California.

He comes from a military family, so he has lived all over the United States. "For someone who moved around as much as I did", says Bob, "it's great to settle down in a community like Doraville. This area has everything. A vital and diverse population, warm weather, cultural activities, and people who look out for each other. It's not perfect, but it's a great place to live."

Bob enjoys scuba diving and riding his treasured Harley Davidson Road King Custom. Bob Roche believes "It is every citizen's duty to give something back to the community when they can. It may take a lot of time and effort, but the opportunity to make a real difference is worth the sacrifice." Bob was elected to represent District 2 in 2007. Councilman Roche served as Mayor Pro Tem for 2008. 
 
Pam Fleming, District One
Sworn into office on January 7, 2008, Pam Fleming has been a Doraville resident for 28 years and an active community leader for the last 26. During this time, Pam has been a strong advocate for Doraville and a stalwart for youth sports, serving numerous organizations that include the North DeKalb Youth Association and the Doraville Youth Shrine Bowl.
 
A proud mother and grandmother, Pam is the widow of the late Forrest Fleming, who served on the City Council for 21 years. Mr. Fleming was instrumental in developing the City’s recreational facilities, and the arena, which is named after him, is a lasting tribute to his legacy.

Pam, who was elected to represent District 1 in 2007, is the Sales and Distribution Manager for the Green Bull Ladder company. She is actively involved at North Peachtree Baptist Church where she has been a member for 17 years. There, she serves as the Senior Ladies Ministry leader and teaches adult Sunday school.
 
Maria Alexander, District Three
Sworn into office on January 07, 2008, Maria Alexander is a native to this area and has always had an interest in local government. She has been a valued employee of the same FORTUNE 500 company for 26 years. Maria is an intelligent business woman with expertise in multiple functions such as purchasing, inventory control, information technology and import/export.

Maria has always made time for her community by being active in a number of neighborhood and city endeavors, most recently Doraville’s annexation effort. According to Maria, “I will work for the citizens, not for myself.” As an independent woman who is not afraid of hard work she is proud to represent District 3 on the City Council.
 
Donna Pittman (Mayor Pro Tem), District One
A native of DeKalb County and a 25 year resident of Doraville, Donna Pittman was appointed to replace retiring District One Councilman Thurman Roach in January 2005. Later that fall, she was re-elected. With four children, Donna is married to Winston Pittman, a businessman and former Marine.

Councilwoman Pittman is a former officer of the DeKalb County Sheriff's Office, and in her last assignment she served as a Community Relations Officer. Pittman has since left law enforcement but continues to play an active role in public safety, serving on the DeKalb County Local Emergency Planning Board, which works to develop county-wide emergency plans. Donna also serves as a liaison between the City and sheriff’s office and recently completed terrorist awareness training.  

In addition to public safety, Mrs. Pittman is actively involved with community schools and volunteer programs. She is currently Co-President of the PTA, the liaison between Hightower Elementary and Peachtree Middle School, Chairman of the Executive Board at Hightower Elementary and a member of the Peachtree Middle School Community Action Team. Pittman was recently named to an executive committee set up by DeKalb County schools to establish the name, school colors and mascot for a new 4th and 5th grade school that will affect Doraville's Hightower Elementary. Her education endeavors also extend to athletics and literacy, serving as Assistant Cheerleading Coach at NPBC and Library Commissioner.

Mrs. Pittman is committed to bolstering the area’s public safety mechanisms and improving the quality of children services in both education and recreation. She feels that proactive goals and policies formulated by community leaders set the tone for instilling responsibility and community involvement in the children of today and the leaders of tomorrow. Pittman was recently elected by the Council to serve as Mayor Pro Tem.

 
Brian Bates, District Two

Originally from Denver, Colorado, Brian moved to Atlanta in 1997.  He is the co-owner and Principal of The Laurus Group, a professional consulting group that specializes in fundraising and annual communication programs for non-profit organizations, with an emphasis on fraternal organizations.


In 2001 he purchased a home and moved to Doraville. Since that time, he has been an active and involved member of our local community including: serving as an officer and president of the Northwoods Neighborhood Association; Chairman of the Doraville Police Appreciation Day; co-chairman of Doraville Days; graduate of the inaugural Doraville Citizens Police Academy; and participant in numerous community improvement activities.

 

Since his election in 2007, Brian has championed a number of causes, including establishing the first community appreciation award, Doraville Distinction Award, and in conjunction with fellow commission Pam Fleming, helped establish the first community celebration in recent years, complete with a “Taste of Doraville”.  He continues to work to ensure that the City of Doraville has current zoning and planning practices in place as well as appropriate financial controls.


His involvement continues outside of Doraville, having completed the DeKalb County CERT (Community Emergency Response Team) training program as well as serving on other volunteer committees and boards

 
Karen Pachuta, District Three
The City’s newest council member, Karen Pachuta, was sworn into office January 4, 2010.  Raised in North Carolina, Karen moved to Atlanta in 1995 and the City of Doraville in 1999. Since settling in Doraville, Ms. Pachuta has served as  an Oakcliff Neighbors Association officer and participated in other civic activities.

After graduating from North Carolina State University in 1992, Karen worked for 10 years in the areas of human resources and marketing before returning to Emory School of Law in 2002. She has been a practicing attorney in the metro-Atlanta area since 2005, currently on contract assignment at the Bird Law Group.
